Prior to September 11, 2001, the Coast Guard operated under the Department of Transportation, maintaining a primary focus on routine search and rescue, marine safety and environmental protection. The events of 9/11, beginning with the heroic coordination of the Manhattan boatlift that evacuated over 300,000 civilians in under nine hours, fundamentally expanded the Coast Guard's operational mandate and triggered the most significant structural reorganization of the service since World War II.
